31 March 2020

API and the editorial offices of API member periodicals inform the authorities of the Republic of Moldova, the general public, the readers and subscribers of newspapers and magazines that the State Enterprise "Poșta Moldovei" which is the largest national operator of postal services, has announced to the editorial offices about the "suspension for an indefinite period ” of newspaper and magazine distribution. "Poșta Moldovei" invokes the special work regime for the protection of employees during the state of emergency, established under the provisions of the Commission for Exceptional Situations.

The Independent Press Association (API) and the editorial offices of API member periodicals inform the authorities of the Republic of Moldova, the general public, readers and subscribers of newspapers and magazines that the State Enterprise "Poșta Moldovei", which is the largest national operator of postal services, has announced to the editorial offices about " the indefinite suspension" of the distribution of newspapers and magazines. "Poșta Moldovei" invokes the special work regime for the protection of employees during the state of emergency, established under the provisions of the Commission for Exceptional Situations. Under these conditions, newsrooms are unable to edit newspapers and magazines, because distributors do not deliver them to readers and subscribers. The editors of the API member periodicals express their regret for this force majeure situation that does not depend on the will of the editors and prevents the fulfillment of commitments to subscribers and readers. The editors announce the continuation of informing the public only online on the portals and electronic pages, until the distribution of printed publications by Î. S. "Poșta Moldovei" resumes. API and the editorial offices of newspapers and magazines request the authorities of the Republic of Moldova: the Commission for Exceptional Situations, the Parliament and the Government, the National Agency for Regulation in Electronic Communications and Information Technology (ANRCETI), but also the State Enterprise "Poșta Moldovei", to clarify the suspension period of to the distribution services of periodical publications and to identify solutions for their resumption in the shortest possible term, in safe conditions for postal factors and for the beneficiaries of postal services. We draw the attention of the authorities that the suspension of the process of publishing periodicals will affect the level of information of an important part of the population, including hundreds of thousands of rural residents, and will cause the total or partial suspension of the economic activity of editorial offices and some enterprises from the printing industry. This situation will be a burden both for employees and businesses, as well as for the state, which will have to get involved in fixing the difficulties. March 31, 2020
