On a quarterly basis, authorities manage to fulfil only 50 percent of actions according to EU-RM Association Agreement in mass-media sector

On Wednesday, 20 December 2017, the Association of Independent Press (API) presented the third monitoring report on the implementation of the media commitments undertaken by Republic of Moldova in the National Action Plan (NAP) for the implementation of RM-EU Association Agreement (AA). The report contains an evaluation of the fulfilment of actions planned for the period September - November 2017 in accordance with the existing NAP. The authors concluded that actions planned for this period were not implemented or were partially implemented, therefore - the impact was lower than expected. The experts prepared a series of conclusions and recommendations for institutions and decision makers in charge of public policy development and implementation.

The authors of the report, Aneta Gonţa and Ion Bunduchi, exposed the quantitative and qualitative analysis of the implementation of National Action Plan in mass-media sector, concluding that the actions planned for September to November 2017 had been insufficient, and had concerned, with only one exception, the broadcasting sector, and had not been in full compliance with the provisions of the Association Agreement. API experts noted that, in terms of quantity and quality, things had stagnated or progressed insignificantly, accumulating 7 and, respectively, 6 out of 12 possible points, according to the methodology for results assessment. This stands just for little above 50 percent of the planned actions. "If the analysis had not included the actions from the previous period, as well as the unplanned but necessary ones, the degree of implementation would have been even lower," it is mentioned in the report.

The findings of the report list the non-fulfilment of several tasks assigned to the Broadcasting Coordination Council (BCC), which did not manage to meet the set requirements, and a series of actions included in the NAP are part of existing direct duties of BCC; accordingly, these actions should not be included in the NAP.

API experts issued numerous recommendations, including the review and completion of NAP, taking into consideration priority activities identified by the Working Group for mass-media legislation1 improvement. The members of the Working Group were advised to involve in actions for reviewing and completing NAP for mass-media; otherwise, NAP risks becoming a plan only on paper. At the same time, decision makers were also recommended to accelerate the speed of correct implementation of timely and relevant actions for mass-media development in Republic of Moldova.

The event organized by API was attended by representatives of public institutions responsible for NAP fulfilment, representatives of the Parliament and Government, Ministry of Foreign Affairs and European Integration, embassies and foreign representative offices accredited in Chisinau, journalists, media experts, opinion leaders, other stakeholders.

Monitoring report no. 3 on fulfilment of commitments in mass-media sector, undertaken by Republic of Moldova in NAP for implementation of EU-RM Association Agreement, is available in Romanian and English languages. In March 2018, API will publicly present the final monitoring report on fulfilment of commitments in mass-media sector, undertaken by Republic of Moldova at the European level. At the same time, API will prepare a questionnaire to assess the progress scored by the authorities, investigating the perception of a group of journalists and mass-media experts. As a result of this evaluation, a policy document (Policy Brief) shall be prepared, to be further submitted to the authorities and representatives of interested international institutions.
