On Monday, September 18, 2017, API has presented its second monitoring report on the fulfilment of commitments in the mass-media sector, undertaken by Republic of Moldova in its Action Plan (NAP) for the implementation of RM-EU Association Agreement (AA). The report illustrates an assessment of the fulfillment of actions planned for June to August 2017 in the current NAP. The authors noted that NAP implementation takes place at a pace that requires speed-up, and issued a series of conclusions and recommendations for competent institutions and decision-makers that are responsible for developing and implementing public policies.

API expert, Aneta Gonţa, one of the co-authors of the report, introduced the quantitative and qualitative analysis of the implementation of the Action Plan on mass-media segment, and concluded that the actions planned for June-August 2017 were focused, with one exception,  on the audio-visual and did not fully comply with the provisions of the Association Agreement. "The actions planned for this period were either partially implemented or not accomplished at all. However, the impact was lower than the expected one", A. Gonţa concluded.

The authors of the monitoring report issued several recommendations, including the review and completion of the NAP, taking into consideration the priority activities identified by the Working Group for mass-media legislation improvement1. Aneta Gonţa believes that the National Action Plan on mass-media segment will otherwise become a formal one. The decision-makers were urged to speed up the fulfilment of timely and relevant actions for the development of mass-media in Republic of Moldova.

"On September 1, three years were marked since the signing of the Republic of Moldova-European Union Association Agreement. We already have some results, and the contribution of all institutions was published by the Government. For this reason, we welcome this event in this period and mention that work is done on a new Action Plan for the nearest future. Eleven priorities included in it concern the mass-media sector. Thus, we expect to receive recommendations and proposals from the civil society for the Action Plan. If you think the Plan’s text needs improvement or it should be more detailed, now it is the time to jointly intervene", Daniela Morari, Deputy Foreign and European Integration, specified.

The event organized by API was attended by representatives of public institutions responsible for NAP implementation, MPs, representatives of the Government, representatives of the Parliamentary Commission for culture, education, research, youth, sports and mass-media, representatives of the Parliamentary Commission for foreign policy and European integration, officials of foreign embassies and representative offices accredited in Chisinau, journalists, media experts, opinion leaders and other stakeholders.

The monitoring report no. 2 on the fulfilment of the commitments in mass-media sector, undertaken by Republic of Moldova through its National Action Plan (NAP) for the implementation of RM-EU Association Agreement (AA), is available in Romanian and English languages. In December 2017 and March 2018, API will publicly present two other monitoring reports on the fulfilment of the commitments in mass-media sector, undertaken by the Moldovan authorities at European level.

1 The Working Group for improvement of mass-media legislation consists of: broadcasters, representatives of specializes NGOs, and the representatives of Council of Europe, NATO CID, BCC, Government and Parliament.
