More than 90 specialists in the education sector have been trained on how to communicate with mass-media in critical situations when children are involved. The event occurred during a cycle of three training sessions, organized and developed by the Ministry of Education, in partnership with API, in November 2014, in Chisinau.

Directors of boarding schools, teachers of professional secondary educational institutions who are responsible for pre-school education from various places of the country, learnt how to apply into practice the Regulation on communication between education institutions and mass-media, in cases when children are involved – document issued this year by API together with the Ministry of Education.

The training participants were informed that all requests addressed by the journalists to the educational institution with a view to discuss an issue involving children must be analyzed with maximum seriousness. In this meaning, the journalists will be correctly and truthfully informed about what happened in each individual case. At the same time, it shall be insisted that personal data of the child must be protected. To the same extent, the identity of the child-victim and child-abuser will be protected in order to avoid their repeated victimization, stigmatization and discrimination.

Natalia Porubin, trainer, communication consultant: „Journalists have the right to request any type of information, that is why it is very important to be aware of what can be said or not. But, in no way should we impede the journalists in exercising their job, and the public opinion must be informed correctly. The Regulation signed by the Ministry of Education provides solutions to different problems and answers to different questions, it is important to comply with it and apply it correctly in ordinary life”.

The participants were trained how to act in cases when the institutions has however made mistakes, i.e. what must be done to avoid re-occurrences.

Maria Vrâncean, consultant under Division of pre-university education of the Ministry of Education: „The media is watching us permanently. Unfortunately, most frequently the journalists are interested in negative cases. It was useful to learn how to communicate with journalists, and how to behave when the media presents erroneous information.”

Valentina Reaboi, director of Orphanage from Bălţi: „We know how to react in order to avoid causing prejudice to the child’s best interest.  The important thing is to prevent making the child re-experience the stressful situations. We must make the protection of the child a priority, for defending him/her against the impact of negative information.”

Throughout this year, other three institutions – Ministry of Health, Ministry of Domestic Affairs and Ministry of Labor, Social Protection and Family, developed their own regulations on communication between respective institutions and mass-media, in situations involving children. In the nearest future, API follows to organize one training session as well for the specialists of these institutions. Previously, the Ministry of Education in partnership with API organized a training course for specialists within district and municipal Divisions for education.

The training session occurred under the project „Building capacities of public institutions and mass-media to ethically approach issues related to child’s rights”, organized by the Ministry of Education and financed by UNICEF Moldova.
