API and Independent Journalism Center (IJC) submitted the first mass-media monitoring report during the election period for 2016 presidential elections. Altogether, 28 mass-media institutions are being monitored, including 12 TV channels, 12 information portals and 4 newspapers. The monitoring period covers 15 September – 13 November 2016. Before the election date and, eventually, the date of elections’ second round, media non-governmental organizations will deliver weekly monitoring reports. They also include case studies on violation of journalistic deontology norms and legislative provisions on campaign’s coverage by some media institutions.

The monitoring is conducted within the framework of a project financed by National Endowment for Democracy (USA) and Council of Europe, the main project objective being to monitor and inform the public about on the publishing conduct of mass-media institutions during the election period and the election campaign for presidential elections in Republic of Moldova.

Referring to the monitored TV channels, Nadine Gogu, executive director of Independent Journalism Center, specified that ”not only the quotes of sources have been counted, but also the number of appearances on the screen. Some representatives of specific parties persist plenty of time on the screen, without having any direct interventions, frequently on the background of negative election-associated issues or accounts of various crimes. In such a way, an image transfer is produced, by which respective candidates have to suffer for being associated to persons who commit illegalities. At the same time, it is to be noted that the materials broadcast on TV were strongly misbalanced in terms of gender proportion, as most quoted sources were males”.

Petru Macovei, API executive director, stated that ”the editorial policy of some information portals was not targeted at informing the public, but at showing preference or reluctance towards some candidates or potential candidates. We have frequently concluded a tendentious selection of news/events for publication, with a clear goal to favor or disfavor some competitors, and many materials are documented from a single source or, in general, the sources are missing. In some cases, the language is very vulgar, with clear labelling or attacks at person. Many news items are lacking the opinion of targeted person”.

As for monitored newspapers, they are rather publishing opinions than news items about the candidates running for the country’s president. A lot of hidden, improperly-unmarked advertising was detected.
